This question tests on Comparisons. Therefore, the right answer choice must make the correct logical comparison.

Big-bank policies CANNOT BE COMPARED to micro loan financiers. This is incorrect because here we are comparing rules/norms with people. Policies must be compared to policies (OR) group of people must be compared with another group.

A compares “policies” to ‘financiers”.
D does the same.
B changes the meaning, saying that those who finance big bank policies, micro-loan financiers are, on the whole, more willing to invest in…’ This is also nonsensical. Policies are not ‘financed’.
C just doesn’t make any sense.

The answer is E.
