Hi..

Issues in the Q..
1) Modifier :- "On the verge....." Should modify Gulfstream. Observers cannot be on the verge of bankruptcy.
Only B and D remain.
2) Active voice and meaning :- B is straight and much better than D.

The opening modifier clearly modifies Gulfstream, hence only B & D remain.
D- even happened in the past, so it is already considered, not to be considered. Also B is less wordy than D

Hence B is the answer.

A. many observers consider Gulfstream - Who was on the verge of bankruptcy?? Answer is Not Observers but a company. This option answers Observers. Hence Incorrect.
B. Gulfstream is considered by many observers - CORRECT
C. many observers regard Gulfstream to be - Who was on the verge of bankruptcy?? Answer is Not Observers but a company. This option answers Observers. Moreover REGARD TO BE is unidiomatic. Hence Incorrect.
D. Gulfstream, according to many observers, is to be considered - Use of TO BE changes the original intent. Hence Incorrect.
E. it is considered by many observers that Gulfstream is- Who was on the verge of bankruptcy?? Answer is Observation but a company. This option answers Observation. Hence Incorrect.
