Though I am not an expert, I feel one should take 1 min - 3 minutes to solve BF question or any CR question.

any feeling or prediction is counted as conclusion or claim clearly the 2nd Boldface is a claim as the last line which is using the word clearly is indicating it is the final conlcusion and 2nd boldface is supporting the conclusion hence

Last year a record number of new manufacturing jobs were created. Will this year bring another record?
