As Adelle is opposed to the premise that the govt policies have been helpful. It is also mentioned that the rate of unemployment has altered but not mentioned which way. As Faran mentions that the program is helping, it must be that the unemployment rate is reducing.
So it is likely that Adelle will oppose by stating that as more people are leaving the city for job opportunities, the no of unemployed people is also getting reduced hence the rate is decreasing but yes, the policies of the government are not helping to reduce the unemployment rate.
