Unemployment Rate = Number of unemployed/Total number of people belonging to the working age group.

D: Unemployed people began migrating elsewhere --> Assume 10 is the total number of people belonging to the working age group. 5 are unemployed and out of these 5, 4 migrate.

Old ratio = 5/10 = 50 percent
New ratio = 1/6 = 16.66 percent

The new ratio may show a decline in the unemployment rate but the decline cannot be attributed to the cause state by Fran. Thus an alternate reason is stated in D to counter Fran's argument.

Answer: D
