We need 3 S and 7 W to create one design.

The number of units produced will depend on 7W. So 3500/7=500. We need 1500 sprockets to produce 500 units. So we are good. So column 1 will be C and column 2 will be A.

Quick approach - 
Max widgets = 3500/7 = 500
Max Sprockets = 2000/6 = 666

So the lowest of the two will define the maximum total we can produce, which is 500. For every 1 unit we need three sprockets, so for 500, we need 1500 sprocets.
