It cannot be E as the question stem mentions that fitting all the cows of the heard with the device is expensive. So it can be inferred that even with the huge discounts on bulk purchases (assuming all the cows of a heard will be fitted with the device), it is still expensive than other methods.

I would not assume this. I think that E is wrong because conclusion mentions "current price" and discount is not a current price.

i chose b by rejecting all the others i rejected e because conclusion is people will buy devices at current price.

if cattle follow the lead of the same few members then ranchers can equip a few animals with the device thereby justifying the high price and taking advantage of the technology at the same time. (B)

A new device uses the global positioning system to determine a cow's location and, when a cow strays outside of its pasture, makes noises in the cow's ears to steer it back to its home range. Outfitting all of the cattle in a herd with this device is far more expensive than other means of keeping cattle in their pastures, such as fences.
