Although the subject of the main clause of the sentence is "The Victoria Rooms", a clarifying (and non-underlined) part of the stem sentence ("a building that houses") specifies that this is a plural-sounding name for a singular noun. B and E are thus wrong for use of the verb "have". Meanwhile, A is incorrect because the subject of the second half of the sentence is all of "fountain, lamps, balustrades, and statues" – clearly plural, even though the first word is singular. This leaves C and D, both of which are correct in subject-verb agreement; unfortunately, C has a comma splice because of "so", which functions as a coordinating adverb and not a conjunction like "as". Stick with D.

IMO D.

Options A, B and E are wrong due to SV disagreement. The Victoria Rooms is a name of a building and hence is singular and needs a singular verb 'has'.
fountain, lamps, balustrades and statues is a plural compound noun and hence need 'have'.

Out of options C and D, D is better because of proper conjunction 'as'.

This is classic S_V error problem with sentence inversion.

The "The Victoria Rooms" is a single buildings so singular verb is correct.
Now in the second part of the sentence there many subjects so we have to give then a plural verb. Also to maintain parallelism we have to use as.

An inverted sentence is a sentence in a normally subject-first language in which the predicate (verb) comes before the subject (noun)..

Down the street lived the man and his wife without anyone suspecting that they were really spies for a foreign power.
Because there is no object following the verb, the noun phrase after the verb "lived" can be decoded as subject without any problem. In English, such an inversion often introduces do-support.

Can someone please explain why "so have" is incorrect?

Also, in what situations are we supposed to use "so have"??
