A and B can be taken out. They use ‘as’ for nouns.

C and E have modifier errors. The pronouns in both of them are supposed to refer to ‘the California Supreme Court’ but instead refer to ‘fortune tellers’.



D is the right answer.

Narrow down to choices D and E
I would go with E for this question

a) which linked them as - means fortune teller link something .. not correct
b) who have been likened as --- Tense issue
c) who are likened to be - Tense issue
d) likening them to - Court likening them to - this does not sound right to me
e) which were likened to be

Construction wise , I find E more appropriate ...

Here, which cannot refer back to a whole clause, which refers to the noun immediately preceding it. So, it should be - likening them to.

Fortune-tellers were banned after a guy almost burned her for cheating. She then used some forbidden cards in order to make a quick choice and not take any responsibility(joke). Fortune-tellers are generally evil, but witches are another matter. These beauties knew how to cast a spell on anyone. I read that their spell was so strong that the man could not remember what happened to him the previous day. After the ban on witches, fortune-tellers began to appear, but this is not for long. After the great deception in 1983 by a fortune-teller who stole $1 million from a bank boss, government agencies took the matter in hand. So most likely the answer is (D)
