Hi sorry a bit late to reply. Here is my take on Q3, and I would like to draw your attention to the second paragraph

"The dash gives the reader a choice between two, or among three or more expressions, one of which may be more forcible than another, but all of which help out the idea."

See the last part - 'all of which help out the idea'.
And option A says - 'Each word or phrase partially conveys the author‘s meaning'
These two are a match made in heaven!!

But just to prove how strong POE can be in verbal, we will go through the others options -

B. The second word or phrase renders the first one superfluous. - If this is true then all of them cannot help out the idea.
C. The first word or phrase states the main topic, and the second states the sub-topic. - Although this might be true, it does not have to be true.
D. The two words or phrases pertain to separate topics. - This is surely not the case, both parts should relate to the same overall topic.
E. The dash can be easily replaced with a colon - In reality, probably yes. But this is not mentioned in the passage. Hence we cannot make this inference.
