A very straight forward answer..

Total = Sum of each -sum of two together-2*all three+ neither
100=40+25+60-15-2*T+16
2T=25-15+16=26
T=13%

with Venn diagram..
40+25+60 = (a+b+d+e)+(b+c+e+f)+(d+e+f+g)=a+2b+c+2d+3e+2f+g=(a+b+c+d+e+f)+(b+d+f)+2g = (100-16)+15+2g=99+2g
2g=125-99=26...g=13

Letting n = the percentage of respondents who used all three perfumes, we can create the equation:

100 = 40 + 25 + 60 - 15 - 2n + 16

100 = 126 - 2n

2n = 26

n = 13

Let's assume that there were 100 people in the survey.

Total = 100 = (40 + 25 + 60) - 15 - 2x + 16
100 = 125 - 15 -2x + 16
-26 = -2x
x = 13

Answer is C. (Mind you 13 is the number of people, but it just so happens that 100 is the denominator so 13 here is also 13%).
