let readings (> 141.3) be \(x\) , and readings (≥ 100) be \(y\)
Given: \(x = \frac{24}{100}*400 = 96\)
statement 1: \(\frac{3}{5}*y = x = 96\)
so \(y = 96*\frac{5}{3} = 160\) which is < 50% of the readings, so the median must be < 100 --> sufficient
statement 2: \(\frac{2}{5}*y\) are less than 141.3, which mean that 3/5*y are more than 141.3 (same as statement 1) ---> sufficient
so D

assigning the population to be P, the part greater than 141.3 to be x, the part greater than 100 to be y, we can rewrite the question as follows
x/P=0.24, y/P=0.5?
(1) x/y=0.6 ->y/P=0.24/0.6=0.4 --sufficient
(2) (y-x)/y=0.4 -> x/y=0.6 -> sufficient
