the time being required is incorrect in B & C, D is better and straightforward than A & E.

Idiom : From x to Y
Option A and E are ungramatical as they reduce the time 6 hour 40 minutes to 4 hours, but its actually travel time which is reduced not time 6:40 to 4hour
B : down to : Incorrect
C: , modifier is not required + being not required: Incorrect

Thing to look for is that
the time is reduced, so any option which has anything else after "reduced" is out. A, E is out.
In B, C being is completely unnecessary and distorts meaning.
D correctly conveys the logic.
