Finding a conclusion in a given argument:
When trying to decide between two clauses as to which is a [supporting fact/intermediate] and which is the [conclusion/prediction] insert "because" between the two clauses.
The must logical combination of clauses... "X because Y has happened" ... X is the conclusion, and Y is the supporting fact/intermediate to conclusion.
Mentally testing each sentence against others, typically reveals the conclusion quickly.
Examples:
"The peculiar evil of silencing the expression of an opinion is that it robs the human race." because "It takes from posterity, as well as the existing generation, and...."
"The peculiar evil of silencing the expression of an opinion is that it robs the human race." because "If the opinion is right, they are deprived of..."
"The peculiar evil of silencing the expression of an opinion is that it robs the human race." because "...if it is wrong, they lose what is almost as great a benefit: the clearer..."

I think the answer is A.
The argument is about the harmful effects of silencing a person's opinion (both right and wrong opinions).
Choice B is about comparison that those who dissent a opinion harm more than those who hold it. Part of the argument not conclusion.
Choice C is about a person who agrees with the opinion. Irrelevant.
Choice D and E are only a parts of the passage.
Therefore, by POE, I think Choice A is a better choice.
