IMO, D states that 70% of Yeung's supporters considered the elections as important whereas only 30% of Panitch did the same. If fewer supporters of Pantich considered the elections as important, fewer supporters would come down to vote for him in the elections, thus enabling Yeung to defeat Panitch.

I think C is also irrelevant.
No matter what the questions are, the passage has said the polled people stated they favored Panitch

Stated Discrepancy:
In the poll, eligible voters favouring Panitch> eligible voters favouring Yeung
In the result, Yeung Defeats Panitch


Of the options we have to find the one that does not resolve this discrepancy.

A. Of Yeung's supporters, a smaller percentage were eligible to vote than the percentage of Panitch’s supporters who were eligible to vote.- If this is true then should not have won but he did. Hence this option does not resolve the above discrepancy.

B. A third candidate, Mulhern, conducted a press conference on the morning of the election and withdrew from the race.-This can resolve the discrepancy if voters who supported Mulhern voted for Yeung when he withdrew from the election.

C. The poll's questions were designed by staff members of Panitch's campaign.- This can resolve the discrepancy as this safely suggests that if this true then Poll must be biased because of Panitch's staff involvement.

D. Of the poll respondents supporting Yeung, 70 percent described the election as "important" or "very important," while 30 percent of respondents supporting Panitch did the same.-This can resolve the discrepancy as this suggests that only 30% of Panitch's supports considered the elections important, hence their is a possibility that high number of Panitch's supports might not have voted. Hence, Panitch's defeat in the final results.

E. The poll, conducted on a Monday, surveyed persons in the downtown area, and the percentage of Yeung's supporters who work downtown is lower than that of Panitch's supporters.- This can resolve the discrepancy as this suggests that the survey for the poll was localized in the region where Yeung supporters were lower in number. These not accounted for people would have voted in the election which led to Panitch's defeat.
