(A): Incorrect. (A) is the closest second choice, but the word choice "Washington had relied on" is preferable to (A)'s "Washington was reliant on." First, "was reliant on" uses the simple past, rather than the past perfect ("had been reliant on"); the past perfect is preferable as it indicates an ongoing action that occurred in the past. Second, the active voice is preferable as Washington was, in fact, the actor: The passive voice gives the impression that a third-party actor caused Washington to rely on specific immigration laws.
(B): Correct. See above for discussion of "had relied on" vs. "was reliant on."
(C): Incorrect. (C) is wordily phrased, unnecessarily employing the passive voice. Further, (C) uses the phrasing "was reliant on" versus the preferable "had relied on."
(D): Incorrect. (D)'s use of the preposition "for" changes the meaning, suggesting that the travel was to Washington. Further, (D) has the less preferable phrasing "was reliant on."
(E): Incorrect. (E) excludes the term "regulation" entirely, changing the meaning of the sentence. Further, (E) is awkwardly phrased.

As we read Sentence Correction questions we should be on the lookout, even on our first pass, for things that sound wrong. In this case, we may notice that "Washington was reliant on" could be replaced with the more active and direct phrasing "Washington relied on." After eliminating the answers that use "was reliant on," we are left with choices (B) and (E).
Choice (B) expresses the point clearly, with no wasted words, while choice (E) is wordy and difficult to understand.
The correct answer is Choice (B).
