Solution A is 21/25, or 84%, alcohol. Solution B is 2/5, or 40%, alcohol.
We're mixing them in roughly equal quantities. If we were mixing them in exactly equal quantities, the percent alcohol in the resulting mixture would be the exact average of 84% and 40%, so would be 62%. We're using slightly more of B than of A, though, so the answer will be slightly closer to 40%, and answer C, 60%, needs to be correct.
If there were two or more candidate answers, you could use alligation or algebra to solve, but with these answer choices only a rough estimate is necessary.

solution A ratio is 21:4 ..so for every 25ml, 21 ml alcohol
solution B ratio is 2:3 ..so for every 25ml, 10 ml alcohol
let 25*5 ml of A and 25*6 ml of B be mixed. total alcohol volume is (21*5)+(10*6) = 165. mixture volume is 275. so 165/275 * 100 is 60%. thus answer is C
