They might use it/export it for other purposes such as pharmaceutical,fish oil.

Even then eventually the fishes would be used for human consumption right? Whether it be fish oil or the exports they make to other countries.

It does not matter because "the annual number caught for human consumption has not increased". Whatever they do, the total caught stays the same. This is the fact. One should not question the fact given by GMAT premises.

The safe places provided by the bears by digging ditches has been reduced due to decrease in bear population. Hence there would be no safe places for the fishes to lay eggs .Thus declining
