A difficult one.. I will look this as something which is on the similar lines as the conclusion

Maria's Conclusion : No Political system can can be called totalitarian....

(A) No state can be called totalitarian without inviting a mistaken belief. .... Correct

(B) To be totalitarian a state must totally control society. Society and life are different ? Discard

(C) The degree of control exercised by a state is necessarily partial. ......... It is correct but doesn't specify the main conclusion of the passage.. Incorrect

(D) No existing state currently has even one aspect of society under total control. ....... Irrelevant

(E) Systems of control are inevitably inefficient. ... Irrelevant

This seems to be one of those questions that can't be solved just by the statements and therefore, would involve POE to get to the correct answer. Options B,C,D and E are either not related to the main conclusion or may be related but not the main conclusion.
