To provide a bit of clarity here, the correct answer is indeed C; in this case, the use of "one" alongside "that" is not redundant, as "that" serves as a preposition within a modifier phrase.

More importantly, please remember, that redundancy is not a deal-breaker on the GMAT; redundancy should only be taken into consideration if two or more answer choices are otherwise entirely error-free.
