When the question in Quant part on GMAT exam starts as "If x and y are integers" , can we assume that they have the same value, or it is considered that they are different numbers?

can we assume that they have the same value, or it is considered that they are different numbers?
The only information you have is that they are integers. They can be same or different. Why would you want to assume they have same values? Any particular question that you struggled with that you want to share?
