In my opinion, the answer should be 'D'

There are a few concepts that are tested here:
SV Agreement
Usage of Pronoun (which)
Noun form vs Verb Form


Lets, look at options one by one for errors:

First split is b/w BD/ACE, plural subjects should have plural verb (require).
'requires' in these cases is incorrect.

B) for implementing high speed machining in a modern industrial setup requires significant up-front costs, but scores of factories in the United States are already using high speed machining, and they can lead (Incorrect)

E) to implement high speed machining in a modern industrial setup requires significant up-front costs, but scores of factories in the United States are already using high speed machining, leading (incorrect)

Now, in option C, which is wrongly referring to machining, it should refer to factories, thus incorrect

C) to implement high speed machining in a modern industrial setup require significant up-front costs, and scores of factories in the United States are already using high speed machining, which can lead (incorrect)

Now, B/w A and D,
for implementing ------> Verb form
to implement --------> Noun form,


Noun form is always preferred over verb form. Moreover, the 'but' is needed to display the contrast in the sentence.

My answer is (D). It took me 2:12.

(A) "xxx needed to do something" is idiomatic. (A) uses "for doing something" instead.
Also, (A) can be dismissed by Comma splice error. Here, we have three independent clause in "IC1, IC2, and IC3" construction. It is allowed if three ICs combine together as a list. But in this sentence, three ICs cannot be interpreted this way.

(B) "xxx needed to do something" is idiomatic. (A) uses "for doing something" instead.

(C) What is the relationship ("and" or "but") between IC1 and IC2? "but" is probably better as "significant up-front costs" are typically a deterrent to adoption. But significant setup cost can also play to the advantage of early adopters because high expenditure elevates the barrier for the competitors to take on the new technology.

So another issue with (C) can help us eliminate it with heightened confidence: "which" in "which can lead..." modifies "high speed machining", but it does not make sense.

(E) "requires" should be "require" because subject is "The research, equipment, and training". With some exceptions, "A and B" are plural even though both A and B are singular.

for implementing - incorrect - eliminate answer choice A, and B
and is incorrect since there's a contrast but should be used - eliminate answer choice C
The whole process of implementing is singular so requires is correct - Answer choice E

Eliminate A because it connects two ICs with comma.
Eliminate B and E because they use singular verb requires.
Eliminate C because high speed machining can lead to higher productivity maybe but it can't demonstrate anything.

D remains and is the correct answer. It has no SV error and 'but' makes sense.

I think the for implementing vs to implementing should be the last consideration here, since it is not actually a grammatical error.

First, the BUT is needed to show the contrast- eliminate A&C

Second- We loom at the SVA and eliminate B& E
So, D
