This question is a resolve the paradox type question.We have to find out the choice that proves that both the contradictory opinions can be true at the same time. E does exactly that by telling us that different people were polled in the survey quoted by the Mayor. Different set of people can have different opinions.

I picked E, and this is my reasoning:
CC - says 63% of residents approve construction of new hotel.
mayor - people want to live here because of some reason.

what could be the discrepancy here? what if the survey of the mayor was not polled on people who actually reside there? Note that it is not directly implied that THOSE people who responded to city controller's poll answered in the same poll conducted by mayor.

The passage is teliing us that the survey had been conducted toward 63% of our "residents"

Doesn''t the choice (E) refuting the stated fact?

I heard that official answers should not attack the given facts, as the choice (E) does.

IMO, choice (E) fails to explain the discrepancy, but it actually changes the whole meaning of the passage.

Let's try to tackle this question step by step.

City Controler Survey
 63% Ppl  ---> approved national hotel chain (NHC) because revenue increase base, so it can provide more money to schools and CS.

Mayor
New Survey: 
 People  prefer to live in a small town with local ownership of  vast mayority  of business.

So we have to try to solve the contradiction between both statements.

We should ask ourselves: What have to be true on the statements so both city controller and mayor have different interpretation of surveys? Why people change view?

Things that comes into my mind before start looking the answers choice:
People that were polled are different. DIFFERENT GROUPS. When the question is about surveys, we should look if polled groups are the same.
There is more info on the mayor's survey that we don't know. For instance, that people prefer local ownership but still comfortable with non local ownership.
Although Ppl prefer local ownership of  vast mayority of business , the positive impact in the revenue is preferred over having business with local ownership.

Now that we thought on some possible explanations, we can go through each answer and eliminate one by one, from WRONG to RIGHT:
 (A) Most people believe having a small-town feel is more important than having quality schools.

Need help with choice E. Mayor mentions that the reason people  WANT TO LIVE HERE  is our small-town feel. Those who are already residents of the town would not be WANTING TO LIVE HERE, it must refer to folks who are not residents of the town at the moment but want to live in that town. 
Choice E then mentions that the mayor polled non-residents who are considering moving to the town, basically they are referring to the same group of people.
This should not resolve the contradiction.
