If the hose fills half a bucket in 16 minutes, that means it fills the full bucket in 32 minutes.
Using the rate x time= work formula, we get that the rate is 1/32 bucket per minute.
The question asks can the bucket hold 8 gallons, which means can the bucket (which is the work in this case) be greater than or equal to 8 gallons.
Since the sentences provide information about the rate, it is a good idea to push the question stem in a way to turn it into a rate question.
Therefore the question becomes can r>= 8/32 gallons/minute?
The sentences provide information in ounces per hour, requiring us to convert our rate of 8/32 gallons/minute into the same units.
8/32 gallons/minute= 1/4 gallons/minute
Converting that to ounces per hour, we get: 1gallon/4min x 60min/1hour x 128 ounces/1 gallon= 1920 ounces/hour
The question finally becomes is r>= 1920 ounces/hr?
Statement 1 tells us that the hose poured more than 1900 ounces per hour, therefore r can for example equal 1910 which is less than 1920 or equal 2000 which is greater than 1920. Statement 1 is not sufficient.
Statement 2 tells us that the hose poured less than 2000 ounces per hour, r can equal 1980 which is greater than 1920 or equal 1000 which is less than 1920.
Statement 2 is not sufficient.
Combining both statements:
1900<r<2000; r can be both less than 1920 or more than 1920.
Both statements together are also not sufficient.
