For which year between 1980 and 2008, inclusive, does the fee paid for television rights to that year's Olympic games represent the greatest percent increase over the fee paid for television rights to the Olympic games four years earlier?

A. 1980
B. 1984
C. 1992
D. 2000
E. 2008

Look at the smallest values first. Similar amounts of increase will give maximum percentage increase when the base is the smallest. 
Look at 1980:
87 is 62 greater than 25 so it represents about a 250% increase. That is an increase which is more than twice the original number. 
Or in other words, 87 is more than 3 times of 25. 

Now look at 1984:
3 times of 87 is 240 something (no need to worry about exact calculation) but value of 1984 is less than that. Hence it will not reflect even a 200% increase. Eliminate.

All other values are not even double of the previous values. Ignore.

what is meaning of the last sentence then? 4 years?
The last sentence just means:

When you look at, say, the 1992 Olympics, you don’t compare its fee to 1984 or any random year. You specifically compare it to the Olympics that happened right before it, which is 1988, four years earlier.

So, “the Olympic Games four years earlier” = the previous Olympics, since the Summer Olympics are held every 4 years.

That’s all it’s saying.
