Visually it can be determined that the highest decrease between 2004 and 2010 is for the light blue line (Antioch)
2004 value = 150
2010 value = ~80
% = 80/150 = little over 50% = 53%

Maybe the framing of the question is wrong here but it says highest decrease from "2004 to 2010". Its definitely Zion (light blue line). It had a net decrease of almost 45-50%. Also the latter half of the question, "home sales in 2010 that were approximately ___ of the number of home sales in 2004". Doesnt this imply total number of home sales in 2004?
I divided Zion's home sales in 2010: 80 by total home sales in 2004: 500. This question didnt sit right with me
