A real estate agent did research to compile the number of new home sales in five different cities, for each of the years 2004, 2006, 2008, and 2010. Each number indicates the total number of new homes sold in that city in that year, regardless of when construction started on each home.

Maybe the framing of the question is wrong here but it says highest decrease from "2004 to 2010". Its definitely Zion (light blue line). It had a net decrease of almost 45-50%. Also the latter half of the question, "home sales in 2010 that were approximately ___ of the number of home sales in 2004". Doesnt this imply total number of home sales in 2004?
I divided Zion's home sales in 2010: 80 by total home sales in 2004: 500. This question didnt sit right with me
Those facing issue why Antioch was chosen instead of Zion
The city with the largest drop from 2004 to 2010 appears to be Antioch (blue line). Antioch had the highest sales in 2006, but by 2010, its sales declined drastically.
