"before the 2004 season" but before at what time? it could be anything right? how can we assume 60k represents 2003 numbers and 90k represents 90k

The question asks about the "average attendance per game".
The question defines the average attendance per game as "percentage of stadium capacity".
Attendance, as per definition provided by the question, has decreased by roughly 25 percentage points.
In percentage terms, that would be 30%.

I can't see why I should all of a sudden start treating the term "average attendance" in a way different from the way provided in the question.
