Option E is the only option that seems right in terms of subjuctive meed + pronoun.

I will go with option E

First demanding is incorrectly been used here. You have to use who in order to connect with animal rights activists which is there in option D and E.

Now between option D and E, E is meaningful as it is adding 'that' and then 'it' making this more accurate.

Eliminate A and B because "demanding" means that the activists is performing this action now.
Eliminate C - Meaning issue by making two objects equal (thousands of animal rights activists / their demand to...)
Eliminate D - Incorrect usage of subjunctive

IMO answer should be (B)

(A) demanding that it should

Demanding is subjunctive mood and need to be followed by simple verb

(B) demanding it to

Demanding is modifying activist. And If it is in subjunctive mood, we skip that then it should be followed by infinitive. so ok

(C) and their demand to

yielded to activist and yielded to activist demand. It looks like they yielded seperately to them and their request

(D) who demanded it to

Looks like they demanded only in 2004. Who were demanding would be ok

(E) who demanded that it

Looks like they demanded only in past. Who were demanding would be ok

A) demanding is an adjective here. Subjunctive mood should have 'that + verb in simple form'
B) Seems correct and conveys the correct idea
C) Seems as if the British government yielded to two tings separately: the activists and their demands.
D) Uses past tense demanded. This makes the timeline of the actions unclear.
E) This and D are pretty much the same. Another sign they both might be wrong.
