(E) who demanded that it

The sentence should maintain clarity and proper grammar. The phrase "demanding that it should" can be simplified to "demanding that it." This construction is more concise and grammatically correct. Therefore, option (E) is the most appropriate choice.

(B) demanding it to (-ing modifier is incorrectly modifying the British government.)
(C) and their demand to (and indicates two different contexts, which is not the case here.)
(D) who demanded it to (E is better choice.)

(E) who demanded that it (Usage of who is correct in the context of referring the activists. Also 'that' clause correct so as to mention the activists point of view.)

E is the best response - it is clearer/more direct than A and C and keeps 'demand that it' intact. 'demand it' implies that the activists are demanding the government itself, which is not true and thus eliminates B and D. A mixes a demand with 'should,' which does not make sense because that is demanding an obligation. A also uses present tense. C is less direct because it uses 'and their demand' instead of directly linking activists to the demand with 'who.'
