The table gives aggregate information about the hotels in a cluster of six neighboring small towns in a tourist area. Two of the towns are large enough that they are subdivided into two regions each. The other four towns comprise one region each. Hotels are rated on a scale of 1 star to 5 stars.

This answer is also incorrect. The correct answers are Yes, Yes, and Yes:

1. The town with the most hotel rooms is Poseidon.
Yes. Poseidon has 12 hotels, which is more than any other town in the cluster.

2. The average rating of all the hotels in the town of Artemis is greater than 4.125.
Yes. The average rating of all the hotels in the town of Artemis is approximately 4.13, which is greater than 4.125.

3. If in all the towns there are only two hotels with a 3-star rating, and if both of those hotels are in the same town, then that town is not Hermes.
Yes. According to the table, Hermes has 4 hotels with an average rating of 4.25, which means it doesn't meet the condition of having only two hotels with a 3-star rating. Therefore, this statement is not applicable to Hermes.
So, to summarize:

The question is "The town with the most hotel rooms", if we check the town Aphrodite has 268 rooms in total.

Aphrodite, North = 20 x 8 =160
Aphrodite, South = 18 x 6 = 108 
Total = 160+108 = 268 hotel rooms

The town of Poseidon has only 264 rooms.

The question asked specifically for town and not for regions/towns, hence the answer must be Aphrodite and not Poseidon. Am I missing something here?

You are RIGHT, as the question statement said there are six towns in total so the north and south would be treated as one town.

Assume to the contrary that both 3-starrated hotels are in Hermes. In total, Hermes has 4 hotels, with an average rating of 4.25. Is it possible for the average rating of these four hotels to be 4.25 if two of the four ratings are 3 and the other two cannot be greater than 5? The maximum possible average in this scenario would occur if the other two ratings are both 5:

A=\frac{3+3+5+5}{4}

So it is not possible to arrive at Hermes’ 4.25 average hotel rating if two of Hermes’ hotels have a 3-star rating. Thus, the statement is true.

Question asks about total number of rooms, not hotels. 
total rooms in Aphrodite = 8*20 (for north) + 6*18 (for south) = 160+108 =268
