The question is asking about the hotel rooms, not the number of hotels. JFYI

The question is "The town with the most hotel rooms", if we check the town Aphrodite has 268 rooms in total.

Aphrodite, North = 20 x 8 =160
Aphrodite, South = 18 x 6 = 108
Total = 160+108 = 268 hotel rooms

The town of Poseidon has only 264 rooms.

The question asked specifically for town and not for regions/towns, hence the answer must be Aphrodite and not Poseidon. Am I missing something here?

You are RIGHT, as the question statement said there are six towns in total so the north and south would be treated as one town.

Assume to the contrary that both 3-starrated hotels are in Hermes. In total, Hermes has 4 hotels, with an average rating of 4.25. Is it possible for the average rating of these four hotels to be 4.25 if two of the four ratings are 3 and the other two cannot be greater than 5? The maximum possible average in this scenario would occur if the other two ratings are both 5:

\(A=\frac{3+3+5+5}{4} \)

\(​​​​​​​A=4\)

So it is not possible to arrive at Hermes’ 4.25 average hotel rating if two of Hermes’ hotels have a 3-star rating. Thus, the statement is true.

Question statement says there are 2 towns which are divided into North and South categories, so we need to consider them both as part of a single town (north and south)
Question asks about total number of rooms, not hotels.
total rooms in Aphrodite = 8*20 (for north) + 6*18 (for south) = 160+108 =268
total rooms in Poseidon = 12*22 = 264
