This question is one of the easier ones. It may appear to be difficult because of the language and context, but is as such easy once you read it properly with the mindset to own the dataset.

Translation of statement 2 using strategic pausing technique

While statement 1 is much easier to handle, statement 2 requires some effort – need to understand what the question is asking and then determine the approach and then execute the approach carefully.

How do we know that the proportion will remain same for all the values? Is it because the question has asked in such a way that for every 0.1 decrease how much will be the increase?

I'm not sure what you mean by proportion but the question is asking for you to estimate the increase in shovel surface area for every 0.1 decrease in hours.
