The above answers are plenty and easy and fast and more extensible but if you want to be extra speedy due to the answers given here you can see that with 5 total parts of rope (2/3 short 3/3 long) and that 14/5 is going to be a tad less than 3 (2.8) its immediately clear that 2 parts is going to be between 4 and 6 which leaves only C.

Just to add to this. Another way to reach the solution after we have calculated 2.8. The short one is 0.5 parts (=(3-2)/2) which is 2.8/2 = 1.4), less than the mid point (7). So, short one is 7 - 1.4 = 5.6
