In both following rules, shouldn't it be "above" instead of "below" everytime ? I am confused with this question.

Rule 1: The Legal and Administrative departments must be immediately  below  the Finance department.

Top floor is 3rd, below it is 2nd and below it is 1st floor. We have been given the rules as shown in our diagram. Try placing on the top floor first. First option - If F and IT are on the first floor, then L and A have to be on the 2nd. Also, since M is above HR, M also has to be on 2nd. Then only HR is left for 1st floor. Check - do we have this option available? YES! This means we Select F and IT for 3rd floor and HR for 1st floor. Had this option not panned out, we would have checked option 2 for 3rd floor.
