The passage says there is still sale of Arcadian Computers in Lyonnese even after imposition of Tariff to protect Lyonnese computer industry.

Lets analyze options for finding out reason best explaining the claim:
A Most computer retailers in Lyonesse have seen an increase of 40% in sales of Arcadian computers for this year.
Factual information and irrelevant. Eliminate.
B As retaliation against the new tariff, Arcadia has imposed tariffs on various products from Lyonesse.
Factual information and irrelevant. Eliminate.
C The computers from Arcadia are essential for the air traffic control systems in Lyonesse, and cannot be replaced by computers built locally.
This can be reason why there is still requirement of Arcadian computers even after imposition of tariffs. Keep this
D Before the imposition of the tariff, the cost of manufacturing a computer in Arcadia was comparable to the cost of manufacturing it in Lyonesse.
Again irrelevant information eliminate.
E Most experts agree that the computers built in Lyonesse are generally of a better quality than those built in Arcadia.
No explanation for the claim.

Correct answer is C.

Premise : L imposed tarriff on A, to protect national computer industry ( Support locals)
Conclusion : Nevertheless, consumers of L continue to buy equal number of A computers as previous year

Answer should give reason or resolve the paradox

A. Most computer retailers in Lyonesse have seen an increase of 40% in sales of Arcadian computers for this year.
Does not clarify why A sales are still same as year before. Eliminate

B. As retaliation against the new tariff, Arcadia has imposed tariffs on various products from Lyonesse.
Does not clarify why A sales are still same as year before. Eliminate

C. The computers from Arcadia are essential for the air traffic control systems in Lyonesse, and cannot be replaced by computers built locally.
This gives an reason for same sales since it can not be replaced. so even after tariff sales are same. Keep it.

D Before the imposition of the tariff, the cost of manufacturing a computer in Arcadia was comparable to the cost of manufacturing it in Lyonesse.
If cost was comparable than after tariff A cost would be higher, then why sales are same. Eliminate

E Most experts agree that the computers built in Lyonesse are generally of a better quality than those built in Arcadia.
If L are Better and now after tarrif A cost will be high, then why sales are same. it is that A are way more cheaper even after tariff ?but that is not given, so Eliminate

C is the answer

In order to protect the fledgling national computer industry, the government of Lyonesse last year imposed a tariff on computers from Arcadia making them more expensive. Nevertheless, consumers in Lyonesse continued to buy an equal number of Arcadian computers as the year before.

Which of the following helps explain why consumers in Lyonesse continued to buy Arcadian computers?

A Most computer retailers in Lyonesse have seen an increase of 40% in sales of Arcadian computers for this year.
B As retaliation against the new tariff, Arcadia has imposed tariffs on various products from Lyonesse.
C The computers from Arcadia are essential for the air traffic control systems in Lyonesse, and cannot be replaced by computers built locally.
D Before the imposition of the tariff, the cost of manufacturing a computer in Arcadia was comparable to the cost of manufacturing it in Lyonesse.
E Most experts agree that the computers built in Lyonesse are generally of a better quality than those built in Arcadia.

OFFICIAL EXPLANATION

We have to explain why people in Lyonesse would continue to buy computers from Arcadia if the computers are now more expensive. This question is actually a Resolve the Paradox question, which will be dealt with in a later tutorial, but we can deal with it as a Strengthen the Argument question. We simply need to find the answer choice that explains why consumers would still buy Arcadian computers.

C is the best answer. It suggests that regardless of cost, people in Lyonesse need to buy the Arcadian computers for the air traffic control systems.
