The flaw: The argument calls it "unexpected" that Lexington broke a record despite being the slowest team. But a personal record (PR) is only compared against your own previous best — not against other teams. Hence option E

Let's break the argument.
The Lexington University track team set a new speed record for itself at the Regional Inter-College Athletics Meet. - So there was a competition and LU tracking team is also participating in that competition. Last year LU registered its personal best, let's say, in the 400m race; it covered the distance in 3 min, but this year, LU team broke its personal best and made new personal best, i.e., 400m in 2.8 min.
The team setting this record is quite unexpected. Now the author of this argument looked at this data and called this achievement unexpected, but why?
as the Lexington University track team has the least experience and the lowest speed among any of the competing teams. - Oh, here is the reason: there are 10 teams participating. All but the LU team have more than 4 yrs of experience, so LU is the least experienced; also, their speed record is the lowest among all.
We have to find the flaw. So if we look at the passage, we can clearly see the author said that LU beat its own record and created a new best; the reason is given by comparing it with others. This doesn't make sense, right? Let's evaluate the options
A. If the average speed of each track team competing in the Regional Inter-College Athletics Meet was ranked, the Lexington team holds the same rank after the new record as before.- Yaa so what, this can be possible, not a flaw
