p/q= 3.74 can also be written as p/q = 374/100 as p & q are integers. We can see p is multiple if 374 hence 11 & 17 are factors of 374.
Answer is D : 2 & 3

I personally when even there is to find factor just try to convert the number to integer and then find prime factors, as in this case it was given as p/q = 3.74 that is p = 3.74 x q, and as p is an integer cleanest way to convert it to an integer is to multiply by 100 and then factor then it becomes straight forward
