Step 1: Understand the Prompt and Question1
This problem is a classic setup for a Logic question. There are four Measures that must be applied to different Zones, and there are constraints as to where those Measures can be applied. This is a Rule-Based Logic/Deduction question.
First, map out the constraints on your scratch paper:
Zones: S, R, P (1-2 policies each)
Policies: M1, M2, M3, M4 (Each applied at least once)
C1: M1 → S
C2: If 2→3
P P
C3: IF M1 THEN NOT M4
C4: If 3→1

Step 2: Plan your Approach
On Must Be True (X) / Cannot Be True (Y) questions, the goal is to identify a statement that is always true in every possible setup (Must Be True) and a statement that is never true in any possible setup (Cannot Be True). Expect the wrong answers to be situations that could be true.
Use the logic constraints to first deduce necessary inferences. Then, test Test Cases for each answer choice. For each statement, if you can create a case where the statement is true, you can cross off “Cannot be True.” Similarly, if you can create a case where the statement is false, you can cross off “Must be True.”
Step 3: Solve the Problem
Before working through the answers, use the constraints to narrow down the possibilities for where each Measure can be applied.
Constraint 1 requires M1 to be applied to the Secure Zone. According to Constraint 3, that means M4 cannot be applied to the Secure Zone. Since M4 cannot be in the Secure Zone, it must be in at least one of the Restricted or Public Zones.
Now evaluate the second constraint. If Constraint 2 holds, then Measures 2 and 3 must be applied to the Public Zone. But there can be no more than two measures applied to a single zone. So Measure 4 could not also be applied to the Public Zone. It can’t be applied to the Secure Zone because of the 3rd Constraint, so it would have to be applied to the Restricted Zone.
Notice that the same logic applies to Constraint 4. If Measures 3 and 1 are applied to the Restricted Zone, then Measure 4 must be applied to the Public Zone.
Even after processing each constraint, there are still very few details that are locked in. Instead of trying to write out different possibilities, it will be more efficient to test the answer choices.
Evaluate each choice:
(A) CORRECT FOR SECOND COLUMN. As stated above, If Measure 2 is applied to the Public Zone, so is Measure 3. In that case, Measure 4 could not also be applied to the Public Zone, because only two Measures can be applied to a single Zone.
(B) This statement could be true, but does not have to be. Test cases to make this statement both true and false.
Case 1: M1 in S. M2 in R. M3 and M4 in P. (Note that M2 cannot be in P without M3, but M3 can be in P without M2). The statement is true. Eliminate this answer from “Cannot be True.”
Case 2: M1 in S. M2 and M4 in R. M3 in P. The statement is false. Eliminate this answer from “Must be True.”
(C) CORRECT FOR FIRST COLUMN.This is one of the scenarios presented above. If M3 is in the Restricted Zone, so is M1. M4 can’t be in S, it can’t be in R, so it must be in P.
(D) Once again, test cases to show that this statement could be true or false. The cases used to test choice (B) are both valid for choice (D) as well. This statement could be true, but does not have to be.
(E) This statement does not have to be true. It reverses the logic of the 4th constraint. M3 being applied to the restricted Zone implies that M1 must also be, but M1 can be in the Restricted Zone without M3. Cross off “Must be True.”
On the other hand, it could be true. A possible scenario is M1 and M2 applied to the Secure Zone, M1 and M3 applied to the Restricted Zone, and M4 applied to the Public Zone. Cross off “Cannot be True.”

Y is simple, what cannot be true?
From the answer options
Statement 1 M2 and M4 - both applied to PZ
but in the given point number 2, if M2 is applied to PZ, M3 should be applied to M3 this proves the above statement false (direct)
