I agree the answer is B. \$89.00

The final prices that I came up with for each purchase location.

Internet - \$80 + \$10 Shipping = \$90.00
Store X - 10% discount on \$90 = \$81 + 10% tax = \$89.10
Store Y - \$90.00
Store Z - \$90 + 10% tax = \$99 - \$10 rebate = \$89.00
