i'm torn between C&D. My preference is C. Eventhough it seems the wordiest, it just sounds more complete.

C is better option than B, The clause "As is the case" directly modifies prescriptions.
In B, "As with the case" does seem to modify online drug stores that is incorrect.
I think above question more in terms of misplaced modifiers.
Please correct me if I am wrong.

C for me for correctly using 'as' for comparing clauses.

As is the case [prescriptions] with traditional pharmacies, prescriptions are the cornerstone of successfiul online drug-store,.....

All other options have wrong comparisons.
