Well, here are the facts provided -
1) Bus tickets are lower than what they cost to the bus operators.
2) State government pays for the remaining to keep them afloat.
New update - Government plans to cut down on the support given for bus tickets.
Inference-
A) If the government continues with its plan, the bus will have to stop operating. -- Can't say if they would stop the buses altogether! Rejected
B) If the bus system does not find another way of raising money and the governor’s plan is approved, the bus system will have to either raise ticket prices or cut back on service. -- For obvious reasons, the bus operators will need to find ways to finance for the subsidized tickets. Else the prices shall shoot! Right choice
C) If the price of a bus ticket is raised, some people will no longer be able to afford to ride the bus. -- Affordability of tickets was never talked about.
D) If the bus system can find a way to cut costs, it will be able to maintain current levels of service. -- NO discussion on level of service! Rejected again.
E) A group of investors is considering privatizing the subway system. -- Irrelevant!

If I were to logically analyse, I would do so the following way:
Traditionally -----> State Government subsidized public transport
Action -------> Governor Proposes to cut financial support to the public system
What would logically follow?
Proposal would be followed by scrutiny and either acceptance or rejection.
Answer Choices:
A) If the government continues with its plan, the bus will have to stop operating.
This option assumes that the proposal is rejected
B) If the bus system does not find another way of raising money and the governor’s plan is approved, the bus system will have to either raise ticket prices or cut back on service.
This choice talks about what would happen if the plan is approved and does not take it for granted either of the end results (which is what we are expected to do)
C) If the price of a bus ticket is raised, some people will no longer be able to afford to ride the bus.
This option assumes that the proposal is rejected and the step after that
D) If the bus system can find a way to cut costs, it will be able to maintain current levels of service.
This option again assumes governor's plan is approved and then what the bus system should do
E) A group of investors is considering privatizing the subway system.
