Me thinks C. - if not C then B....

A. "they" might refer to sales although it is store the author wants.
B. should be past tense since they announced it already.
D. sounds like the company itself is closing not the stores.
D. sounds like the company is having poor sales when it should be the stores.

My pic is b which says clearly that it is closing stores due to poor sales.

C IMO. It is clear and coherently explains the reason why the company is closing its shops.
