Yes B seems the best.

A. Twenty-five years ago in this month,
B. Twenty-five years ago this month, --->Most concise and clear.
C. In this month, twenty-five years previously, --->doesn't sound good
D. In this month, twenty-five years previous, --->same as C.
E. It was twenty-five years ago to this month, --->should have been followed by that and not a comma.

I will go with B.

When you can't point out the gramatical mistake between two choices then I would suggest to choose the shorter one.

i think A goes wrong bcoz there are only 30 days in a month,not 25 years

The best answer is B. Choice B is idiomatic and precise.

Yeah I agree on B
'Twenty-five years ago in this month' doesn't look clear.
I think it should be, rather, 'In twenty five years ago this month', though I'm not sure it's correct or not.
