By ear... we don't say "in this month"... we might say "in the month of May", but since there is no 'clear' month I wouldn't choose A C D

"to this month" means "to the beginning of this month", so don't think that's correct

Yes B seems the best.

A. Twenty-five years ago  in this month , 
B. Twenty-five years ago this month, --->Most concise and clear.
C. In this month, twenty-five  years previously , --->doesn't sound good
D. In this month, twenty-five  years previous , --->same as C.
E. It was twenty-five years ago to this month, --->should have been followed by  that  and not a comma.

'Twenty-five years ago in this month' doesn't look clear.
I think it should be, rather, 'In twenty five years ago this month', though I'm not sure it's correct or not.
