1. should be hope because you can read it as "each student AND instructor (both) hope for a new facility by next year."

Ans: hope. additive 'and' will create a compound noun. So you need a plural hope

Ans: needs
'as well as' will not result in a compound noun, so you need a singular needs.


For 2, the word 'each' doesn't make a subject singular. Ans should be hopes[singular verb] rather than hope [plural verb].

as well as the Choral Society doesn't compound the subject but "and the Rowing Club" does. hence you need plural verb need

had it been

The International Club, as well as the Choral Society then needs would be ok
