(1) Joe mows faster than Seth.
(2) Mike, Tommy, and Teddy would finish the same lawn in 1 hour 45 minutes.

We know the work rate of J+S.
For combined rate of all 5, we need rate of rest of 3 people combined which is stated in B.

To determine the rate:
We can consider J and S to be single person taking 2 hours rate = 1/2
Similarly we can consider other 3 as a single person taking 1.75 7/4 hours rate = 4/7

Time together - 1/2 + 4/7 = 15/14 hours

B is sufficient.
