As Amateur mentioned above, if two lines are perpendicular, each of the 4 angles they make must be 90.
Look at statement 1:
(1) Each of the angles is equal to exactly one of the other three angles.
This means two things
1) Each of the angles is equal to one of the other three angles
2) Each of the angles is not equal to two of the other three angles (focus on the word 'exactly' used here)
But all angles should be equal to each other if lines are to be perpendicular. This means the lines are not perpendicular.
