Not at all. You are only in gray area if you start registering for the test from multiple accounts. This may be interpreted as an attempt to avoid the test limitations but in reality the system should have some controls even for that.
Anyway, there are no issues if you have multiple accounts. We have not heard anyone run into trouble either and we have seen people run into trouble for quite a few dumb reasons but not this one 😂
I feel like your role in so many gmat aspirants journeys is like that of the character "the oracle" from the movie Matrix - for most of the GMAT aspirants it is probably journey for a year or 2 max till the exam and you have seen so many peoples' journeys!

If you are concerned about a potential policy violation, then why not buy the Exam Packs through your second account (the one that you registered to take the Test through)? Have you bought those Exam Packs before (through your first account)?

EMPOWERgmatRichC As I mentioned earlier - I have already taken practice test 1 and 2 from the first account - I registered using the second email id - So if i buy practice tests from second account - I might see repetitive questions which might affect the score in unexpected ways -
