It's strange, but it seems to me that we even don't need the total number of stock distributed because we were asked to tell what fraction Tom received. The answer is C. He received 2/9 from total.

Say x is stocks that Liza didn't get. T=2/3x, L=3*2/3x=2x, Total=L+NonL=2x+x=3x
Tom's fraction:
(2/3x)/3x=2/9

yep, (c) it is!

statement I says Lisa = 3 * Tom. insufficient
statement II says Tom = 2/3(900-Lisa) or 3 * tom = 1800 - 2*Lisa. insufficient.

together we have 2 statements and 2 variables, so we can solve for T, thus, (C)
