I’m trying to understand the above sentence.
The narrow ridge, modifier, conceals...
Modifier: the site of early Jerusalem and today packed with houses occupied mostly by Palestinian residents
I did not understand what is intended in the modifier.
Did it mean that the ridge is early site of Jerusalem which is now occupied by Palestinian residents?
I was told “the early site of Jerusalem” and “today packed with houses...” are items in list joined by “and”( as in X and Y).
However, I didn’t understand that.
Please explain what the sentence actually meant.

The intended meaning of the sentence is it is presenting a piece of generic information about the narrow ridge(NR). It is a site of early Jerusalem and it is now packed with houses and those houses are occupied by P residents. The NR conceals X,Y,Z and A.

The modifier mentioned in comma pairs refers to the narrow ridge and it can be considered non-essential information. Non-essential information does not add the meaning of the sentence usually. To decipher the meaning of the sentence, it's preferred to remove the middleman, i.e. non-essential modifiers mentioned in comma pair. By removing the such information can help to identify the subject verb agreement also.
The narrow ridge, ....., conceals A, B , C and D.
