1.5 min. I actually almost stopped at A without going to the other choices.
Only A explains why there has been so few migrations from one region to the other: It is because the industries were the same. Therefore, what was the point of migrating? To be unemployed again? If you are a mason and lost your job, would you go to another area where masonry jobs are just as weakly present?
