Will go with (A) on this one,

W is talking about rise, while Z says nothing about rise. Z only talks about comparing two things level of unemployement and corresponding effect on elections, while Z should be compring some increase or decrease in level on unemployement and then compare it with election results.

What's the OA.

Sorry guys! would like to change my opinion here,

Answer should be (D), because here I think direction of change is whether it level of unemployment has increase or decreased, I guess (A) would be second best.
